Serving Temple City

Epoxy flooring in Temple City, CA, built for single-family rentals on seventy-year-old slabs, with return-to-service times written into the quote.

Glendora Epoxy Flooring has been installing epoxy flooring in Temple City for more than 20 years, and a large share of that work is not a homeowner improvement at all. It is a property owner preparing a house between tenants, buying a floor that has to survive several years of somebody else’s parking and be ready by a date already circled on a calendar.

That buyer wants different things from a floor than an owner-occupant does. Durability and a firm return-to-service time matter more than the finish being the prettiest option on the shelf, and the whole conversation runs on the turnaround. We quote it that way, with the return-to-service times for foot traffic and for vehicles stated in writing next to the product and the mil build.

The other half of the job here is the concrete itself, which is older than almost anything else we work on. What sits under a garage in this city has usually been there for seven decades or more, and that changes the order of operations from the first day.

A Detached House With a Garage and a Tenant in It

an empty rental garage between tenants

The Rental Share Hiding Behind the Ownership Rate

Temple City reads as an owner’s city at 62.9% owner-occupied, but the detached houses tell a different story. Of the city’s 9,652 one-unit detached homes, close to a third are renter-occupied or standing vacant, so single-family rental is a far bigger part of the market than the headline ownership number suggests.

That shapes who we talk to. The person who calls about a garage floor here is often a property manager or an owner who lives elsewhere, and the house may well be empty at the time. Establishing early who has authority to approve permanent work saves everyone the version of this job where a crew arrives and nobody can sign.

What a Landlord Is Actually Buying

A rental garage floor is a durability purchase with a deadline attached. It has to resist hot tires, dropped tools and whatever a tenant stores in there, and it has to be cleanable by someone who did not choose it. Appearance still matters, but it is not what decides the specification.

So we steer these projects toward robust, straightforward systems and away from anything that looks spectacular and needs careful ownership. A solid 100% solids epoxy body coat under a clear urethane topcoat, with the film build written down in mils, is usually the right answer for a house that will change hands between tenants more than once.

Turnover Windows and Return to Service

The controlling constraint is almost always the date the next tenant takes possession. A coating system has recoat windows and cure times that cannot be compressed by wanting them to be shorter, and the honest thing to do is map those against the move-in date before the work is booked.

Where the window is genuinely tight, a polyaspartic topcoat can pull the return to service forward, and where it is not, there is no reason to pay for the speed. That is a decision the owner should make with the real numbers in front of them, not one we should make quietly on their behalf.

The Oldest Slab Mix We Work On

Two Decades That Built Almost Half the City

Of the 11,992 housing units here, 29.4% went up in the 1950s and 17.4% in the 1940s, which is 46.8% of the entire city in two decades, and 24.7% of the stock predates 1950 outright. Very little of what we work on here is young concrete.

A slab of that age has settled, has usually cracked somewhere along a control joint, and has absorbed decades of oil where the engine has sat. It also went down before under-slab vapor retarders were routine practice, which is the reason the sequence on these jobs starts with measurement rather than with material.

Detached Rear Garages and the Length of the Driveway

The 1940s cohort brings a garage form that most of the region has left behind: a detached building set back behind the house, reached down a long driveway run from the street. On those lots the bay is a long way from where a truck can legally stop.

That distance is a real planning input rather than a footnote. Material has a pot life, and a long carry spends part of it before the resin reaches the floor, so we plan the placement of the rig and the sequence of the pour around the walk. We survey it during the quote instead of discovering it on the morning of the grind.

Single-Bay Widths and What the Floor Can Hold

Garages built for one-car households are narrow, and no coating makes a bay wider. We measure it and put the real square footage on the proposal, because the finished floor is frequently smaller than an owner picturing a modern two-car garage expects.

Width also constrains the work itself. There is less room to run a grinder cleanly along the walls, so the perimeter gets planned as its own operation with the right tooling rather than being treated as whatever the main machine happens to reach.

Testing the Slab as Part of the Scope

Why the Test Belongs in the Base Price

On concrete this old, a moisture test is not an optional extra to be added after the fact. We build it into the scope, because on a seventy- or eighty-year-old slab it is the measurement most likely to change what we install. Selling it as an upsell would mean pretending the question is optional.

The reading is recorded before material is ordered, and it decides whether a moisture vapor barrier primer goes under the system or not. Moisture-related delamination is excluded from nearly every coating warranty in the trade, so the risk lands on the owner either way; measuring it is how the owner gets to make an informed decision rather than an unknowing one.

What the Plastic Sheet Test Can and Cannot Settle

ASTM D4263, the plastic sheet method, is asymmetric and it is worth knowing why. A positive result — visible moisture under the sheet — is meaningful and effectively fails the slab on the spot. A negative result proves very little, because the method simply is not sensitive enough to clear a floor for a coating.

We use it accordingly, as a quick early look rather than a basis for specification. When a system is going to be bonded to the concrete for a decade, the decision needs a measured value behind it.

Where the Threshold Numbers Actually Live

Neither ASTM F1869, the calcium chloride method, nor ASTM F2170, the in-situ relative humidity method, tells you whether a slab passes. They describe how to run the test and how to report the result. The acceptance thresholds sit in ASTM F710, the standard practice for preparing concrete floors to receive resilient flooring.

That is worth knowing when someone hands you a test slip with a number on it. A result without the limit it is being judged against, and without the coating manufacturer’s own requirement alongside it, is not yet an answer. We state both.

What Actually Governs a Job Here

No Fire Hazard Severity Zone at All

Temple City sits outside the moderate, high and very high fire hazard severity zones entirely, and CAL FIRE’s 2025 statewide map update proposed no changes and no additions for the city. There is no defensible space obligation attached to a property here and no wildland-urban interface construction requirement.

That is worth saying plainly because the framing gets carried across this region carelessly. The garage constraints that actually matter in this city are the age of the slab, the length of the driveway and the width of the bay, and none of them have anything to do with brush.

Curb Space on Two Rebuilt Corridors

For commercial work, the access problem is parking rather than grade — this is flat valley floor on a conventional grid. Rosemead Boulevard was rebuilt in a project completed in 2014 that added protected bike lanes, back-in angle parking and canopy trees over two miles, and the adopted design for Las Tunas Drive brings a road diet, back-in angle parking and more than 200 trees. Staging a truck and a dust extraction rig on those frontages takes more planning than it once did, and downtown work is scheduled around the February Camellia Festival, whose parade and three-day carnival close the street to ordinary business.

The commercial base here is restaurant kitchens, small retail and service bays, medical and dental suites and school facilities rather than large industrial floors. That mix pushes specifications toward slip resistance and a cove base at the wall junctions, and it means the residential side falls squarely under the Rule 1113 floor coating cap of 50 g/L VOC, with industrial maintenance coatings at 100 g/L barred from residential use by subsection (c)(6). Building and Safety operates from City Hall at 9701 Las Tunas Drive under a hybrid arrangement, with city inspectors and permit staff alongside a contract Building Official and contract plan check.

Slab Temperature, Dew Point and the Recoat Window

Cure is governed by the slab, not the forecast. On one published product, pot life runs roughly 60 minutes at 55 degrees, about 40 minutes at 72 degrees and around 20 minutes at 95 degrees, while the minimum recoat interval collapses from 24 hours down to 6 hours across that same range. Those are not small differences to plan around.

There are hard limits at both ends too. The surface has to sit at least 5 degrees above the dew point when material goes down, and the published maximum surface temperature of 160 degrees is a figure an uninsulated inland slab can genuinely approach on a summer afternoon. We take readings, size the batches to suit, and keep one crew on the floor from the first grinding pass through the topcoat so nothing is handed off mid-system.
