Serving Rowland Heights

Epoxy flooring in Rowland Heights, CA for the wider 1970s and 1980s garage bays, with access and clear-out planned before a date is set.

Glendora Epoxy Flooring installs epoxy flooring in Rowland Heights, and in over two decades of laying coatings around this valley we have not worked anywhere else where the county wrote the local lot shapes into its own zoning code. That is an odd thing for a flooring company to notice. It turns out to matter a great deal on the job.

What it means in practice is that the space we need is frequently already spoken for. The driveway we would stage equipment on, and the bay we would be grinding, are often holding something substantial well before our truck turns up.

So the opening conversation here covers access and contents as much as product. After that we measure, read the slab and issue a written system spec naming the material, the mil build and the cure schedule, so the price can be checked line by line against whatever else has been bid.

A zoning district written around these lots specifically

Why the county wrote a standards district for this community

Rowland Heights is an unincorporated community governed by Los Angeles County rather than a city of its own, and its land use runs under Title 22 of the county code. Chapter 22.332 of that title is the Rowland Heights Community Standards District, drafted for this place in particular.

The stated reason is unusually direct. The county established it partly because residential property owners here could not comply with the standard recreational-vehicle parking restrictions, given the prevailing size, shape, topography and development of residential lots in the area. That is a recorded finding about these streets, not a general remark about hilly places.

What the 2024 plan revisited

The East San Gabriel Valley Area Plan was adopted by the Board of Supervisors on May 21, 2024 and took effect on June 20, 2024. It rescinded the Rowland Heights Community Plan that had stood since September 1, 1981 and folded community-level policy into the newer document.

That update returned to the Community Standards District on two points: hillside grading, and the design and orientation of commercial development along the Colima Road corridor. Those two subjects are what this community’s land use rules genuinely single out.

Filing where there is no city counter

There is no city hall here and no local permit desk. Building and safety for the community is handled by Los Angeles County Public Works out of its La Puente district office on E. Central Ave., with applications filed through the county’s EPIC-LA system rather than across a front counter.

Fire authority is the Los Angeles County Fire Department, Battalion 12, headquartered inside the community at Station 145 on S. Nogales Ave. We confirm which of those a scope actually touches before quoting, because a floor coating and a structural alteration are two very different conversations with the county.

Driveways and bays already carrying something

Boats, trailers and motorhomes on the driveway

The Community Standards District permits recreational vehicles, boats and trailers to be kept on residentially and agriculturally zoned lots, subject to conditions. That allowance is far from academic: most single-family housing here sits on land zoned A-1 Light Agricultural, which covers 4,052 acres, or 54.61% of the community.

The effect on a flooring job is that a driveway in this community is much likelier to be occupied than one somewhere without that permission. We survey what is standing on it before a date gets promised, since a truck, a diamond grinder and a dust extraction rig all need ground to sit on.

Clearing a bay that holds more than a car

The same allowance shows up on the other side of the door. Where a household keeps a boat or a trailer on the lot, the garage tends to collect everything that goes with it, and none of that can remain in place while a machine is running.

So the clear-out is scheduled as a step with its own date rather than left to sort itself out. A bay that is only half emptied on the first morning costs a full day, and that day ends up on somebody’s invoice either way. Mobile homes are 4.1% of the housing stock here, so a carport pad rather than a bay is occasionally what we are actually being asked about.

Curb space in the northern and central neighborhoods

County policy calls for limiting on-street vehicle parking in the northern and central residential neighborhoods between Azusa Avenue and Fairway Drive, which is a fair indication of how tight curb space there already is. That constraint applies to a work truck as much as to a resident.

We therefore settle where the rig will stand before the crew leaves the yard. Dust is captured at the tool with HEPA extraction in any case, so the mess stays inside the garage even when the machinery has to sit further off than we would like.

The newest slabs around here, and what that still leaves open

62.3% built before 1980

Only 62.3% of the 15,722 housing units in Rowland Heights were built before 1980, the lowest pre-1980 share anywhere we work. The 1970s alone account for 30.4%, some 4,786 units, with the 1960s at 22.7% and the 1980s at 19.6%, while just 3.2% of the stock predates 1950.

Detached houses make up 72.0% of units, 11,314 of them, and owner-occupied detached comes to 9,177 units, 60.8% of all occupied units. The typical job here really is a private garage on a comparatively young slab, which is not true of most communities nearby. Owner occupancy runs at 68.0%, so the person we are quoting is usually the person who decides.

A wider bay than the older stock carries

A garage built in the 1970s or 1980s is generally wider than the two-car bays of the immediate post-war decades. More floor is on show, which changes both the material quantity and the way a finish reads once it has gone down.

We still measure before quoting, but the discussion runs differently. It is less about a floor turning out smaller than expected and more about which flake blend or quartz broadcast suits the area on view, so we cast a sample onto your own slab before anything is chosen, rather than passing a chip across in a binder.

Younger concrete does not settle the question

Later construction is more likely to have been poured over an under-slab vapor retarder. More likely is not the same as confirmed, though, and a slab from the 1970s has still been in the ground for around fifty years.

So we take a reading instead of an assumption, using in-situ relative humidity probes to the ASTM F2170 method and writing the number down before material is ordered. It is a short step, and it is the one that decides whether a coating is still bonded in a decade.

Slopes, heat and the commercial corridor

Working on ground the code itself acknowledges

The community rises from the valley floor along its northern edge to the Puente Hills slopes at the southern boundary. County policy directs growth away from those southern and southeastern hillsides, including land inside the Puente Hills Significant Ecological Area, and calls for minimizing alteration of natural hillsides. Roughly 13 square miles of ground sits between those two extremes.

On lots up that slope the questions are exactly the ones the code already names: how the parcel is shaped, how much of it is level, and how much grading its history involved. We answer those on a site visit rather than from an aerial photograph, because none of them read reliably from above.

Slab temperature on a south-facing bay

Pot life follows the concrete rather than the calendar. Working time on one product stretches to roughly 60 minutes at 55 degrees and shrinks to around 20 minutes at 95, and a garage on a south-facing slope holds heat above the outside air well past the middle of the afternoon.

We set start times against slab temperature for that reason, and mix smaller batches when the concrete is warm. A gauge rake, notched squeegee and air-release roller earn their keep only for as long as the material underneath them is still moving.

Kitchens and store floors on the Colima Road corridor

The county names Colima Road between Azusa Avenue and Fairway Drive as the downtown of this community, and that corridor, together with Fullerton Road and Nogales Street, carries a dense run of restaurants and retail in strip centers and mini-malls. Industrial land is a narrow band north of SR-60, about 143 acres of the whole community.

Commercial work here therefore means kitchens, prep areas and store floors rather than large industrial slabs. Rule 1113 under the South Coast Air Quality Management District limits floor coatings to 50 g/L VOC and industrial maintenance coatings to 100 g/L, with subsection (c)(6) keeping industrial maintenance products out of residential use entirely. We set the category against the building the floor is going into, which for a kitchen usually means a system that can be back in service on a single overnight window.
