Serving Hacienda Heights

Epoxy flooring in Hacienda Heights for wide 1960s and 1970s tract garage bays, hillside driveways above the Puente Hills, and tested slabs.

Glendora Epoxy Flooring installs epoxy flooring in Hacienda Heights, and after more than 20 years across San Gabriel Valley concrete this is the community where our standard residential job looks least like the rest of our map. The garages are bigger here. That changes the work, the timeline and the finished area in ways worth spelling out before anyone signs anything.

It also changes how we quote. We measure the bay, test the slab and specify from what we actually find, then put the result on paper. Every quote carries a system spec naming the product, the mil build and the cure schedule, so a customer can see what is being installed rather than only what it comes to.

The preparation does not change with the size of the floor. A diamond grinder opens a named ICRI concrete surface profile, HEPA extraction collects dust at the tool, and acid etching never substitutes for mechanical prep. The same crew takes the floor from that first pass through to the clear urethane topcoat, so the finish is answerable to the people who did the grinding.

A tract-era bay, and the floor area that comes with it

the wider 1960s tract two-car bay

Wider than the post-war garage

Some 30.4% of the 17,283 housing units here went up in the 1960s and another 27.2% in the 1970s, with only 4.7% predating 1950. That build era produced a genuinely different garage from the narrow two-car bay of the immediate post-war tracts. There is more room between the walls and more finished floor at the end of the job.

It sounds like a small distinction and it is not. Extra width lets a grinder run a proper pass along the wall line rather than working the perimeter by hand, which shortens the prep and improves the profile at the edges. The completed floor also reads like a room instead of a corridor.

Measuring before a finished area is quoted

We still measure every bay at the estimate rather than assuming a standard size from the decade. Tract builders varied, additions happened, and a wall moved forty years ago does not show up in a census table. The number that goes on the quote comes off the tape, every time.

That measurement also fixes the material order. A larger floor forgives a rounding error in one direction and punishes it in the other, because running short partway through a pour is not a situation a crew can recover from gracefully. We would far rather be precise at the front of the job.

What the extra room does to the schedule

More square footage takes longer to grind, longer to coat and longer to cure than a compact bay, and we plan the day around that rather than hoping. On a wide two-car floor the recoat window is usually the constraint deciding whether the job finishes in one visit or two. We set that expectation before the first machine comes off the truck.

Working room helps in the other direction as well. A dust extraction rig and a material staging area can sit inside the garage instead of out on the driveway, which keeps the work contained and the property clean. On a hot afternoon it also means the mix is not sitting in direct sun.

The largest owner-occupied pool on our map

10,806 owner-occupied detached houses

Detached houses make up 79.8% of the housing stock here, 13,793 units, and owner occupancy runs at 75.5%. The published cross-tabulation puts 10,806 owner-occupied detached homes in the community, 65.4% of all occupied units, and that is the largest absolute pool of owner-occupied houses anywhere in our service area. It is simply the biggest residential market we work in.

In practice that means the person walking us through the garage is normally the person who owns it, and the decision does not have to travel any further. It shortens the distance between a sample laid on the slab and a start date. It also means the work is judged by somebody who will live with the floor.

Moisture on 1960s and 1970s slabs

Concrete from that era went down before current under-slab vapor retarder practice, so vapor drive from the soil is a real variable rather than a box to tick. We measure it with in-situ relative humidity probes to the ASTM F2170 method and record the number before material is ordered. Moisture failure is the exclusion nearly every coating warranty carries.

Genuinely pre-war concrete is rare here, which is worth saying because it shapes what we expect to find. The typical reading on this stock is manageable, and where it is not, the build moves toward a moisture vapor barrier primer under the system rather than a standard primer coat. Either way the reading is written down before anything is committed.

Choosing flake and metallic on the actual slab

A wide bay changes which finishes work. A vinyl flake broadcast that looks busy in a small garage reads as even texture across a larger floor, and a metallic pour has room to develop movement instead of looking cramped. Those are judgments nobody can make honestly from a chip in a binder.

So we lay samples on the customer’s own concrete and look at them in the light the garage actually has. Showroom lighting flatters every option equally, which is precisely the problem with it. Deciding on the slab means the finished floor looks the way the sample looked when it was chosen.

Twenty-five miles of wildland urban interface

Getting the rig to a hillside bay

The county’s area plan records that this community contains 25 miles of wildland urban interface surrounding the Puente Hills, and that many portions fall within designated Very High Fire Hazard Severity Zones and Hillside Management Areas. Those are the streets where the driveway is steep and narrow. Access gets surveyed before a date is promised.

We drive the approach and confirm that a box truck, a planetary grinder and a dust extraction rig can all reach the bay. On some of those lots the answer is yes, with different staging and more hours allowed. On others we bring smaller equipment, and that decision belongs at the estimate rather than on the morning of the job.

Garages holding what comes off the lot

A hillside garage in that band is rarely holding only a car. Tools, equipment and everything cleared off the property tend to live in there, stacked deep and pressed against the walls. All of it has to come out before the slab is even visible, let alone ready for a grinder to touch it.

We settle that at the walkthrough: what leaves, who moves it, where it goes and when the bay is genuinely empty. The start date follows from those answers instead of preceding them. A garage still half full at 8:00 a.m. costs a working day that nobody planned for.

Slab temperature on a south-facing hillside

A garage facing south or west over the Puente Hills runs hotter through the afternoon than the air around it, and pot life follows the slab rather than the forecast. On the same product it moves from roughly 60 minutes at 55 degrees down to about 20 minutes at 95 degrees. That is the difference between a comfortable pour and a scramble.

So we take readings on the concrete, start early on hot days and mix smaller batches when the slab is warm. Dew point gets checked before any topcoat goes down. The cure schedule is printed on the quote so nobody has to guess when a car can come back inside the bay.

No city hall: the county counter for Hacienda Heights

Building and Safety through the La Puente district office

Hacienda Heights is an unincorporated community, so there is no city hall and no municipal building counter. Building and Safety runs through Los Angeles County Public Works at its La Puente District Office, 16005 East Central Avenue, on (626) 961-9611, with permits filed through the county’s EPIC-LA system. Fire protection is county as well, from Battalion 12, whose Station 91 sits on Turnbull Canyon Road inside the community.

Coating an existing residential slab is generally not what pulls a permit. What pulls one is the adjacent work an owner attaches to it, such as a new circuit, added lighting or a change to the mechanical. We raise it at the walkthrough so the schedule can carry an inspection wherever one applies.

One overlay, and otherwise the baseline

Land use runs on Title 22 of the county code and the East San Gabriel Valley Area Plan, adopted by the Board of Supervisors on May 21, 2024 and effective June 20, 2024, which rescinded the older community plan and folded its policies in. There is no Community Standards District for this community at all.

The single community-specific overlay is the Southwest Puente Setback District, carried into the county’s Planning Area Standards District without changes to its standards. That makes the regulatory picture here simpler than in some neighboring communities. For a floor job it generally means one set of rules rather than two, which is a genuine benefit to the schedule.

Commercial floors along a corridor with several owners

The county describes the commercial core near Hacienda Boulevard and Halliburton Road as spread across multiple parcels sometimes held by multiple owners, producing non-cohesive development and confusing parking layouts. On a shopping-center floor that means more than one party has to agree before a shutdown window can exist. We find out who those parties are before proposing any dates.

Coating category matters on that side of the work. Rule 1113 from the South Coast Air Quality Management District caps floor coatings at 50 g/L VOC and industrial maintenance coatings at 100 g/L, and subsection (c)(6) prohibits applying or soliciting an industrial maintenance coating for residential use. We name the category on the quote so the product is demonstrably legal for the building it goes into.
