Glendora Epoxy Flooring installs epoxy flooring in Duarte, and we have spent more than 20 years putting resinous systems down on San Gabriel Valley concrete. Garage bays, warehouse aisles, clinical corridors and small commercial back-of-house floors all pass through the same sequence with us. What changes from job to job is the slab, and the slab is the part that decides everything downstream.
We measure moisture with in-situ relative humidity probes to the ASTM F2170 method and record the reading before any material is ordered, because moisture failure is the exclusion nearly every coating warranty carries. We open the profile with a diamond grinder to a named ICRI concrete surface profile rather than acid etching. One crew takes the floor from that first pass to the last coat, with no handoff to a subcontractor in the middle.
Duarte is the city on this side of the valley where none of that can run on assumption. About 72.0% of the housing stock predates 1980, yet the biggest single decade is the 1950s at only 23.4%, with the 1970s at 19.8% and the 1980s at 16.4% sitting right behind it. No decade here accounts for even a quarter of the total, and that shows up in the concrete.
Why a bay in this city gets measured rather than assumed

Four building eras can share one street
A contractor working a town built almost entirely in one stretch of years can carry a mental template from job to job and be roughly right. Duarte does not offer that. Two houses facing each other across the same street can come from decades that treated garage width, slab thickness and drainage slope quite differently.
So the number that matters is not the era, it is the tape measure. We take the finished dimensions of the bay itself, note where the slab drops toward the door, and check whether the door track and the water heater platform eat into the coatable area before anyone quotes a square footage.
What we write down on the first visit
The site visit records more than length and width. We check the flatness of the slab across its diagonal, look for existing coating and how well it is holding, find every control joint and saw cut, and photograph any spall at the door edge where tires have chewed the leading lip.
We also read slab temperature and take a moisture reading in the same trip, since pot life on a two-component system answers to the concrete rather than to the calendar. Two bays a few doors apart can return quite different numbers, and a system chosen on the strength of the neighbor’s reading is a system chosen on the wrong information. Recording both figures on the day means the grit sequence and the batch size are settled before the crew is standing in the driveway.
Why the finished floor is often smaller than the owner pictured
Older two-car bays in this valley are narrower than the modern equivalent, and once cabinets, shelving and a workbench are accounted for the coated area shrinks further. Owners are frequently surprised by the gap between the number they had in mind and the number the tape gives.
We would rather that conversation happen at the measurement than at the invoice. A quote built on a measured bay is a quote that does not move, and it also lets us pick a vinyl flake broadcast against a sample laid on the actual slab rather than a chip viewed in a binder under a showroom light.

Slabs poured before vapor retarders were standard practice
What sits under the oldest concrete here
Around 18.2% of Duarte’s 7,832 housing units went up before 1950. Concrete from that period was frequently placed straight onto grade without the under-slab vapor retarder that current practice takes for granted, which means ground moisture has an open path up through the slab.
That path is invisible on a dry-looking floor. A slab can read perfectly fine to the eye and to the hand and still be moving enough vapor to lift a coating off it inside the first year, which is exactly the failure the manufacturer will not cover. Only about 6.1% of the housing here was built in 2000 or later, so the odds of standing on a slab with a modern retarder under it are not in an owner’s favor.
Testing as a real step, not a formality
On this stock the moisture test is a genuine gate in our process. The relative humidity probes go into drilled holes and are left to equilibrate, and the result is written on the quote so the owner can see the number the system was selected against.
When a reading comes back high we say so and specify a moisture vapor barrier primer coat under the build, or we recommend against a film-forming system altogether. Neither answer is what anyone wants to hear, and both are cheaper than the alternative.
Repairing what the grinder uncovers
Grinding an old slab exposes what previous coatings and floor paint were hiding. Spall at the door lip, hairline cracking through the middle of the bay, and joints that have opened wider than the original saw cut are all normal findings on concrete this age.
We chase cracks out to a clean edge and fill them, patch spalled areas back to plane, and treat expansion joints and control joints deliberately. A joint that still has to move gets a polyurea joint filler that moves with it, rather than a rigid fill that simply cracks the coating along the same line.
Getting the work up into the canyon neighborhoods
Access on the streets above the flats
North Duarte’s residential streets run up toward the San Gabriel Mountains through Fish Canyon and Mel Canyon, and the city sits at 512 feet across 6.71 square miles with the range immediately behind it. Those streets are narrower than the grid below them and the approaches are tighter.
We walk the approach before a date is agreed. The material truck, the diamond grinder and the HEPA dust extraction rig all have to reach the door, and finding out on the morning of the job that one of them cannot is a wasted day for everybody involved. Collecting dust at the tool matters more on a tight lot as well, because there is nowhere for a cloud of concrete fines to go except onto a neighbor’s cars.
The burn scar overhead and the seasons it governs
The 2016 Fish Fire burned the foothills directly above these neighborhoods, and the consequences did not end with the fire. The city later ordered 202 homes near the burn area evacuated ahead of a storm, and mud came down Mel Canyon Road.
That history shapes when we schedule up there. A resin floor in the middle of its cure schedule is the last thing an owner wants to be thinking about during a storm warning, so we book canyon work with the forecast open and keep the containment plan simple enough to close down fast.
Fire hazard zones and what a sale now requires
CAL FIRE released Duarte’s 2025 Local Responsibility Area fire hazard severity zone maps on March 24, 2025, in Phase 4 of the statewide rollout. The city must adopt the Moderate, High and Very High designations by ordinance within 120 days of official notice, and it may only raise a zone’s severity, never lower it.
Since July 1, 2021, a property inside a High or Very High zone requires documentation of a compliant defensible space inspection when it changes hands. Owners preparing a house for sale often bundle the garage floor into that same round of work, and the fire authority answering those addresses is the Los Angeles County Fire Department out of Station 44 on South Highland Avenue.
Specifying the system for the building it is going into
Keeping the coating category on the right side of Rule 1113
Duarte falls under the South Coast Air Quality Management District. Rule 1113 caps floor coatings at 50 g/L VOC and permits industrial maintenance coatings up to 100 g/L, and subsection (c)(6) prohibits applying or soliciting an industrial maintenance coating for residential use.
We pick the category against that rule before we pick a color. It is a straightforward discipline once it is built into the estimating process, and it means the product arriving at a house is legal for a house and the product arriving at a plant is the one that belongs there.
Floors in buildings that never close
City of Hope runs a 110-acre campus on East Duarte Road with a 217-bed clinical research hospital and the Beckman Research Institute alongside it. Clinical and laboratory floors in a facility like that do not empty out for a term break; they run continuously, and the work has to fit around operations.
That pushes us toward fast-return systems and tight phasing. A polyaspartic or polyurea topcoat closes its recoat window and reaches service far sooner than a heavy 100% solids epoxy build, which is often the difference between a corridor reopening overnight and a corridor lost for a weekend.
A written system spec on every quote
Every quote we issue names the product, the mil build and the cure schedule, along with the moisture reading and the surface profile we intend to open. That is what makes two bids comparable, because a price with no system behind it is only a number.
Where a project needs a permit, it goes through the City of Duarte Community Development Department’s Building and Safety Division at City Hall on Huntington Drive. We confirm that requirement before scheduling rather than after, so the date on the quote is a date the work can actually happen.
